Important Information for the Haryana B.E./B.Tech./B.Arch. Programs 2024–25:

  1. Admission Brochure: For B.E./B.Tech./B.Arch. courses. Contents may change; check the HSTES website regularly.
  2. B.E/B.Tech. Admissions: Based on JEE (Main)-2024 inter-se-merit through two online off-campus counseling sessions on techadmissionshry.gov.in.
  3. B.Arch Admissions: Based on combined merit from NATA-2024 or another COA-recognized aptitude test and qualifying exam marks (50:50) through two online off-campus counseling sessions on techadmissionshry.gov.in.
  4. Application Process: No printed forms; apply online at techadmissionshry.gov.in per “Key Dates” in Appendix-K.
  5. Haryana Candidates: Must complete PPP ID online and upload a photo (maximum 30 KB) and signature (maximum 20 KB).
  6. Other State Candidates: Must fill in details online and upload a photo (maximum 30 KB) and signature (maximum 20 KB).
  7. Application Accuracy: Ensure details match those in the qualifying exam records.
  8. Contact Information: Provide a personal mobile number and email for communication.
  9. Course and Category Selection: Choose B.Tech./B.Arch. and any special category (HGST/KM/TFW/EWS).
  10. Application Number: Note the unique number generated at signup for future use.
  11. Haryana Candidates’ ID: Provide PPP ID or Aadhaar No.; details fetched from the PPP database will be non-editable.
  12. Other State Aadhaar Requirement: Provide Aadhaar No.; if found in the PPP database, registration as other state candidates will be disallowed.
  13. Document Uploads for Haryana: No need to upload category, income, or DOB documents, as these will be fetched from PPP; upload subcategory documents (ESM, FF, etc.).
  14. Document Uploads for B.Arch.: Upload the 10th DMC (DOB verification), qualifying exam DMC, and NATA-2024 scorecard during the online application.
  15. Registration Fees: Pay online through Debit/Credit Card/Net Banking/UPI; fees are non-refundable.
  16. Fee Amount: Rs. 1000/- for General Category; Rs. 700/- for Reserved Categories (SC/SCD/BC/PH/FF/ESM/KM/Girls).
  17. Choice Filling for Counseling: Only for those who have paid the registration fees.
  18. Verification for B.Arch.: Only for those who have paid the registration fees.
  19. Support Centers: Visit CSCs or nearby Government Polytechnics/HSTES for form filling, fee payment, and choice filling.
  20. Login for Choices: After registration and fee payment, log in with a application number . and Password to fill in choices.
  21. Special Category Choice Filling: Fill choices for different Roll Nos. (General and Special Category) through the same login.
  22. Category Selection: KM, TFW, EWS, & HGST categories must select their category during the online application.
  23. PPP ID Requirement for Haryana Students: Mandatory for admissions; details fetched from PPP ID must be verified in FIDR.
  24. Unverified PPP Data: Leads to general category consideration only.
  25. EWS Category Uploads: Income & Asset Certificate for EWS (max 100KB).
  26. KM Category Uploads: Migration Certificate, qualifying exam DMC, DOB proof (max 100KB each), photo (max 30KB), signature (max 20KB).
  27. HGST Category Uploads: HGST certificate, photo (max 30KB), signature (max 20KB).
  28. Verification of Details: Before submitting the form, ensure all details and documents are your own.
  29. Duplicate Applications: Not allowed; corrections must be made before the last date.
  30. Eligibility Verification: This will be done by HSTES; the inter-se-merit list will be prepared after verification.
  31. Merit List: Displayed on hstes.org.in as per “Key Dates.”.
  32. Counseling Documentation: Upload the requisite documents in PDF format (100KB) during registration.

  50. Branch/College Changes: Not allowed by HSTES.
  51. Low Enrollment Shifts: Students may be shifted if enrollment in any branch is less than 25%.
  52. JEE/NATA Roll Number: Always quote this in correspondence.
  53. Document Submission: Institutes to submit self-attested documents of admitted candidates to affiliated universities.

Haryana B.E./B.Tech./B.Arch. Programs 2024–25 General Instructions

Department of Higher Education, Haryana

  1. This article is for Haryana B.E./B.Tech./B.Arch. Programs 2024–25 only.
  2. The article does not convey any official sanction; only University regulations apply.
  3. Seats in B.E./B.Tech. courses in government/private institutions and State Universities will fill 15% of the Rest of the Haryana Quota (excluding Haryana State) until the 2nd online counseling. Afterward, these seats will merge into the General Category for subsequent counseling.
  4. Two online-off-campus counselings will be conducted for Haryana B.E./B.Tech./B.Arch. Programs 2024–25.
    • 1st Counseling: All categories, including ROHC, HOGC, HGST, SC, SC-D, BC-A, BC-B, PH, ESM (all priorities), and FF with 25% horizontal female reservation.
    • 2nd Counseling: For merged categories including ROHC, HOGC, HGST, SC, BC, PH, ESM (merged priorities), and FF with 25% horizontal female reservation.
    • Supernumerary seats (TFW, KM, EWS) will be filled separately with general counseling based on JEE (Main)-2024 rank.
  5. After the 2nd counseling, admissions will be made at the institute level. Vacant seats will be filled based on entrance exam merit, and then qualifying examination marks.
  6. TFW counseling will be parallel to general counseling as per AICTE guidelines. KM/EWS counseling will also run parallel to general counseling.
  7. Private unaided institutions will admit students for 25% of sanctioned seats, including 15% for Children/Wards of NRIs, at their level.
  8. Admissions made by private institutions will be supervised by the Directorate of Technical Education, Haryana, HSTES, and the Admission & Fee Regulatory Committee (AFRC).
  9. The availability of seats will be displayed as per eligibility/category. Ineligible seats/institutions will not be shown.
  10. Admissions based on incorrect or false information will be canceled, and fees will be forfeited. Further actions may be taken as deemed fit.
  11. University authorities may refuse admission based on a candidate’s character, behavior, or antecedents. The Vice-Chancellor may cancel admission to maintain standards and discipline.
  12. Canvassing is prohibited. Engaging in unfair means during counseling will result in prosecution and denial of admission.
  13. Candidates must ensure lawful admission in private institutions to avoid non-authentication and registration issues by HSTES and affiliating universities.
  14. The decision of HSTES in all admission matters is final.
  15. All counseling disputes are subject to Panchkula jurisdiction. HSTES is the legal authority for admissions-related matters.
  16. Rules for submission of migration certificates will follow the concerned university’s regulations.
  17. Ragging is banned in educational institutions. Punishments may include expulsion, suspension, or fines with a public apology.
